"The formal conclusions of the Burns inquiry, which are due to be made to ministers by the end of next month, will be preceded by a report commissioned from the Macaulay Land Use Research Institute in Aberdeen by the Scottish executive. It is understood that the report has been delivered to the executive, and that it will be published within weeks."
